Carmella Sue Howard, age 35, of Alton, Missouri, was charged with operating while intoxicated — first offense — failure to obey a stop sign/yield right of way, possession of a controlled substance and child endangerment at approximately 10:31 p.m. Tuesday, Aug. 2 in the 2000 block of Highway 9 in Spirit Lake.
