Dickinson County Board of Supervisors

October 24, 2017

9:00 A.M. Present are Supervisors Mardi Allen, Tim Fairchild, Vice-Chairperson Pam Jordan and Chairperson William Leupold. Supervisor Paul Johnson was not present.

Meeting called to order by Chairperson, William Leupold.

Hugh Lively, Executive Director of RIDES present with the agencies annual report, updates within the organization, and funding request for FY’19. The agency is requesting the same dollars as last year, that being $16,406. The request will be considered at upcoming budget working sessions.

Emil Richter and Kevin Frodermann present representing the Lakes Area Extrication Unit. The organization is looking to upgrade their current equipment. The request of $10,000 will be considered at upcoming budget working sessions.

Matt Richter and Charley Whittenburg present representing Historic Arnolds Park and its current renovation project. Moved by Allen, seconded by Fairchild, to approve the funding of $50,000 over a six-year period for the project, contingent on the Community Attractions and Tourism Grant. Mayor called the meeting to order at 5:00 P.M. Hentges/Robinson moved to adopt the agenda. All ayes. Motion carried.

NEW BUSINESS

Council to consider fund request from Historic Arnolds Park, Inc. in support of Community Attraction and Tourism (CAT) grant funding campaign. Paul Plumb thanked the Council for considering the request. Delperdang stated that Historic Arnolds Park, Inc. feels that if it can gain financial commitments from surrounding communities, its chances of obtaining the $1 million dollar grant will be increased. Delperdang stated the amount requested was $10,000 over a 5 year period. Matt Richter stated that there are 12 criteria the grant board reviewed and they received As in all but one category. Mr. Richter stated the grant board felt they needed greater financial support from the surrounding communities. Mr. Richter stated the final review of the grant applications would be on Wednesday. Mayor VanderWoude stated she had called the special meeting so that the Council could vote on the matter before the grant review meeting. Hentges asked if the Park foresees a time when they will not need to ask for money. Mr. Plumb stated that the facilities is old, but this year they will be in the black. Mr. Plumb stated this request is due to the timing of the anonymous donor group and the possibility of the $1 million grant. Andres stated that she has not found anyone that was not in support of the Park and the commitment asked of the City is a small one. Robinson/Andres moved to approve a commitment of $10,000 to Historic Arnolds Park, Inc. to be paid over 5 years with first installment to be made in current fiscal year. Roll call vote, all ayes. Motion carried.

Council to review and consider Resolution No. 17-22 “RESOLUTION APPROVING ANNUAL URBAN RENEWAL REPORT, FISCAL YEAR 2016-2017”. Administrator Peters explained that this report deals with the City’s Tax Increment Financing District. Robinson inquired as to when this district would expire. Administrator Peters stated that is scheduled to expire in 2020. Hentges/Robinson moved to approve “RESOLUTION APPROVING ANNUAL URBAN RENEWAL REPORT, FISCAL YEAR 2016-2017”. Roll call vote, all ayes.

Hentges/Andres moved to adjourn. All ayes. Mayor VanderWoude adjourned meeting at 5:11 P.M.

The Terril City Council met in regular session on November 6, 2017 at 6:00 PM at Terril City Hall. The meeting was called to order at 6:00 P.M. by Mayor Darrell Woods Jr. The following councilpersons were present: Jeri Nissen, Ron Soat, Julie Thiesen, Ken Trojahn. Absent: Brian Brawner. Others present: Austin Fairchild, Brian & Connie Zelinsky, Orville Lewis, Margaret Lashmett, Darren Bumgarner, Steve Halgren, Tim Matthews, and Dana Loring.

Unless otherwise indicated, all of the motions offered at this meeting were carried with the following vote:  Ayes: Nissen, Soat, Thiesen, Trojahn. Nays: None.  Abstentions: None

Motion by Soat and seconded by Thiesen to approve the agenda. Motion Carried.

Mayor Woods opened the Public Hearing on the 2017 Zoning Ordinance at 6:14 pm. Steve Hallgren of NWIPDC answered questions from those present. The Public Hearing was closed at 6:30 pm.

Motion by Soat and seconded by Trojahn to adopt Ordinance No. 149, Zoning Ordinance of the City of Terril, IA, and dispense with the 2nd and 3rd readings. Motion carried.

Darren Bumgarner discussed the Junk & Nuisance Ordinance with the council and suggested some wording changes to strengthen the ordinance.

Motion by Soat and seconded by Trojahn to approve the minutes of the October 9, 2017 meeting as presented. Motion Carried.

Motion by Nissen and seconded by Thiesen to approve the claims of the city including payment to Servpro in the amount of $333.80. Motion Carried.

Motion by Trojahn and seconded by Thiesen to approve the Treasurer’s Report. Motion carried. October receipts totaled $54,366.66 and October disbursements totaled $28,850.29. Motion carried.

Motion by Soat and seconded by Nissen to approve Resolution 2017-20, Funds Transfer Resolution. Motion Carried.

Motion by Trojahn and seconded by Nissen to approve Liquor License Renewal with outdoor service area for Main Street Bar, pending proper payment and proof of insurance. Motion carried.

The DNR will publicly open Bids November 27, 2017 2:15 PM Central Time at the Wallace Building, 4th Floor, 502 East 9th Street, Des Moines, Iowa 50319. However, the names of Bidders who submitted timely Bids will be publicly available after the Bid opening. The announcement of Bidders who timely submitted Bids does not mean that an individual Bid has been deemed technically compliant or accepted for evaluation.

The DNR shall not be responsible for misdirected packages or premature opening of Bids if a Bid is not properly labeled. The United States Postal Service (USPS) does not deliver mail or packages directly to the address provided above but rather to the Capitol Complex Mail Room. Extra time should be allotted for proposals sent by the USPS. Federal Express and UPS shipments and overnight letter/bids to the DNR in the Wallace Building are delivered directly to the 4th floor DNR mailroom. All Federal Express and UPS shipments to the DNR, Wallace Building, are machine-stamped with the date and time to document their receipt by the DNR. If you do not hand-deliver your bid to the DNR mailroom or at its Fourth Floor Reception Desk for date/time-stamping as received, we recommend you consider Federal Express or UPS.

The DNR shall not consider bids if they are not received by the DNR, either at its mail room or at its Fourth Floor Reception Desk, by the time and date described in the Notice to Bidders, regardless of whether the bid was mailed prior to that time and date or whether the bid was received at the Capitol Complex Mail Room or other state government locations prior to that time and date.

The Bidder must submit with its Bid, a Bid Guarantee in the amount of one thousand dollars ($1,000) by either a certified check or cashier’s check made payable to the “Iowa Department of Natural Resources”, which will be forfeited to the DNR if the Bidder is awarded a Contract and fails to execute the Contract within thirty (30) days of Award. The Bid Guarantee must be submitted with the Bid to the issuing officer by the Bidder by the time set for the receipt of Bids. This is a mandatory requirement and will not be waived by the DNR. Any Bid received without the Bid Guarantee will not be accepted. Unsuccessful Bidders Bid Guarantee’s will be returned after the award of Contract(s) or thirty (30) days after the Bids Due date whichever is first.
