PUBLIC HEARING

The Wahpeton Board of Adjustment will conduct a public hearing on Thursday, November 16, 2017

at 5:00 p.m. in the Wahpeton City Hall to consider the following:

- A construction permit request for Ingham Okoboji Bible Camp, 1203 Inwan St., Milford, IA 51351. The camp is requesting a variance for the Cherokee Cabin to construct a deck of 8’ x 32’7” and a ramp of 5’ x 20’ along the south and west side of the structure to make it handicap accessible. The cabin currently does not meet the setback regulations for the Institutional District of: 165.07 Section 6. Site Development Regulations.

Any party of interest may appear at the hearing to express views on the granting or denial of this permit or ruling. Written comments should be mailed or delivered to the office of the City Clerk on or before the above date.

The Spirit Lake Community School Board of Directors met in special session on October 27, at 8:30 a.m. in the District Office Board Room at 2701 Hill Avenue. Present were board members Scott Trautman, Keith Brockmeyer, Sonja Hamm and Kerri McKim. Absent was Teresa Beck. Also present were David Smith-Superintendent, Karen Oleson-Director of Business & Finance and 1visitor.

Vice-President Scott Trautman called the meeting to order, the Pledge of Allegiance was recited.

Hamm/Brockmeyer moved/seconded approval of the agenda. All aye vote. Motion carried.

Brockmeyer/McKim moved/seconded to accept resignation of Britt Parriott. Roll call vote: Aye vote-McKim, Hamm, Brockmeyer, Trautman. All aye vote. Motion carried and resignation final.

ENGINEER’S REPORT

Brad Beck of Beck Engineering, reported the drainage easements for the Hoien property will be recorded at the Dickinson County Courthouse. Beck stated he would review the maps and assure all the easements on DD#22 property are recorded.

Beck stated Blackline Burning Company did not have proof of insurance certificate; therefore, Beck recommends the hiring of Clay County Pheasants Forever for burning of the drainage district ponds. Burning will begin this fall. Beck recommends putting the drainage district on a three year burn rotation.

Beck reported Mike Resch has requested a rock-tile intake on his farm southeast of the intersection of 41st Street and Sunner Avenue. Sam Wedeking Excavating has provided an estimate of $2,500 to construct the intake. Beck reported there are still some water quality issues within the drainage district #22. Beck recommends continued discussion with Butch Parks and Rod Simonson re: obtaining easements for water quality improvements on their properties for the drainage district.

Motion by Farmer, seconded by Chappas to approve the Engineer’s Report with the revision of hiring Clay County Pheasants Forever for the controlled burn of drainage district #22. Motion carried unanimously.

Trustees approved easement for the South Milford Lift Station with the City of Milford (Hoppe/Rohlfsen) all aye.

Minutes:  Motion to approve minutes of the September 28, 2017 meeting.  Maas/Eckard.  All ayes. 

Treasurer’s Report:  Motion to accept Treasurer’s Report. The beginning balance on September 1, 2017 was $9,012.60 Revenue totaling $8,739.78 and expenditures totaling $9,472.31. The ending balance on September 30, 2017 was $8,280.07 Maas/Jordon.  Ally ayes. 

Outstanding Bills:  Motion to pay Dickinson County News in the amount of $25.99 and hold invoice from Dickinson County Conservation Board in the amount of $21,262.98.  Maas/Tielbur.  All ayes. 

Operations: Sorensen reported that the chipper would be delivered on Monday, October 30th and they would have $20,000 to $30,000 in chipping fees.

PUBLIC NOTICE OF STORM WATER DISCHARGE

Spirit Lake VA Clinic plans to submit a Notice of Intent to the

Iowa Department of Natural Resources to be covered under the NPDES General Permit No. 2 “Storm Water Discharge Associated with Industrial Activity for Construction Activities”.

The storm water discharge will be from Excavation, Site Grading and Paving

Located in the Southeast 1/4 of Section 5, Township 99 North, Range 36 West of the 5th P.M., City of Spirit Lake, Dickinson, Iowa

Storm water will be discharged from one point source and will follow the natural overland runoff path into the city storm sewer system, to Drainage District #22 and into East Okoboji Lake.

Comments may be submitted to the Storm Water Discharge Coordinator, Iowa Department of Natural Resources, Environmental Protection Division, 502 E. 9th Street, Des Moines, IA 50319-0034. The public may review the Notice of Intent from 8 a.m. to 4:30 p.m., Monday through Friday, at the above address after it has been received by the department.

Arnolds Park/Okoboji Fire and Rescue Fire Board Meeting Minutes

November 1, 2017, 6:00PM, Okoboji Fire Station Meeting Room

The meeting was called to order by President Jerry Robinson with Jerry Thielen and Fire Chief Chris Yungbluth in attendance. Board member John Adams Sr. and Assistant Chief Jim Hentges were absent and excused. The agenda was reviewed and no changes were made. Motion to approve the consent agenda to include the previous meetings minutes and the bills made by Robinson, seconded by Thielen unanimous approval. No new expenditures were brought up.

OLD BUSINESS

Chief Yungbluth reported that he is still working on getting the training scheduled with the Okoboji Police department to get them their defibrillators. He also mentioned that the department has received the remaining allocated budget funding from both the cities of Arnolds Park and Okoboji.

NEW BUSINESS

Chief Yungbluth reported that he was elected to the board of the Iowa Volunteer Fire Chiefs Association Board of directors this past weekend. He also reported the Rick Zalabowski II has served for 10 years on the department. Chief Yungbluth reported that the department for the month of October responded to 6 Fire or Dive team responses, 14 EMS calls, 1 special event and regular meetings and trainings for a total of 24 events in the month of October. Chief Yungbluth discussed his stipend for the year with the board members asking if he could take it early if necessary for some emergency home repairs. Both Robinson and Thielen agreed that this would be acceptable if it is needed and to let them know. Chief Yungbluth presented the yearly membership stipend hours and hourly amount and after discussion motion by Robinson to approve the membership’s yearly stipend, seconded by Thielen for unanimous approval. Upcoming events were reviewed. Discussion on current membership levels and attendance was discussed with no action needed/taken.

Meeting was adjourned at 18:24 with the next meeting to be held on December 6th at 6:00 PM at the Okoboji Fire Station meeting room.
