Treasurer’s Report: Motion to accept the Treasure’s Report. The beginning balance on August 1st, 2017 was $9,043.52. Revenue was $0.08 and expenditures was $31.00. The ending balance on August 31st, 2017 was $9,012.60. Maas/Jordan All ayes. Bice made a motion to approve Charles Vigdal to the position of Secretary/Treasurer. Bice/Maas All ayes.

Outstanding Bills: Motion to approve payment of the outstanding bills from Dickinson County News in the amount of $27.82, payment to Winther Stave and Co. LLP in the amount of $1,200, and Dickinson County Conservation Board in the amount of $8,244.49 Mike Miller from Waste Management submitted a check to the commission for $8,739.71 from tipping fees from the landfill. Maas/Peters All ayes.

Operations: Vigdal reported that September revenues for greenwaste were $6,111.75, brown goods $2,837, white goods $1,779, HHM $1,118.50 and tires $192. They have completed most of the compost from the summer and started sifting it to make it more appealing for the public to take. Lee Sorenson stated that they will try to grind wood as soon as woodchips/mulch is more in demand.

Landfill update: Mike Miller said it’s a slower time of year and no big projects are happening. They are in the process of engineering for a capping event and will be put out for bid in February and be completed in early summer.

Emergency Management Director Mike Ehret present along with representatives from IGL Teleconnect for continued discussion regarding IGL Teleconnect using Dickinson County’s Communication Tower in exchange for the county’s use of their tower located in Lake Park, Iowa, for emergency services in Lake Park and surrounding areas. An engineering firm located in South Dakota completed a load study on tour tower. The study concluded that the tower was adequate and compatible for this arrangement. The sharing will allow more height and better coverage in many areas of the county for law and fire two-way radios, and paging coverage. Additionally, some data equipment may be attempted to be removed from the tower, which will in turn free up space; however, antennas will remain. Moved by Johnson to deny the concurrent use of tower space between Dickinson County and IGL Teleconnect, and for the County Board of Supervisors to budget for two new towers in the upcoming fiscal year. Motion died for lack of a second. Moved by Fairchild, seconded by Jordan, to approve the request to tower-share with IGL Teleconnect, subject to review and approval by County Attorney’s Office, and further subject to approval by City of Spirit Lake of Conditional Use Permit allowing placement of IGL Teleconnect equipment on County Tower. Roll call vote: Fairchild-aye, Jordan-aye, Johnson-nay, Allen-aye, and Leupold-aye.

County Treasurer Kris Rowley present with the Treasurer’s Semi-Annual Report and general office updates. The reports have a new look to them due to the county’s recent financial system conversion. The office collected $53,233,724.69 in tax collections and $15,167,959.71 in special assessments in Fiscal Year ’17. A total of $3,006,502.00 credits were collected as well. As of 9-2-2017, delinquent taxes total $8066.07. These can be collected through offset through the state, abatement of uncollectibles, and stops placed on motor vehicle registrations. Kris continues to serve on several treasurer boards and liaison for the county for Compass Pointe.

County Engineer Dan Eckert present. Moved by Jordan, seconded by Fairchild, to approve the old roadbed and public easement in Section #3 of Center Grove Township as a Level B Service Road. Engineer Eckert addressed the board regarding a drainage issue near Drainage District #45. A resident of The Landings has contacted Eckert with the belief that they are part of the drainage district. They have large pipes that are going through yards in the area that are starting to rust out, and eventually could pose problems. The engineer has done research and has determined that the district stops at the Hwy 86 R-O-W. Further research of the original sub-division was reviewed, and there was no mention of the area being in Drainage District #45. Eckert is directed to send a letter to the individual and state that the board has no obligation at this time to address the issue as they do not reside in the in the drainage district. He is also directed to send letters to all landowners in Drainage District #45 of the possibility of a repair later.

The Dickinson County Board of Supervisors preceded to canvas the results of the September 12, 2017 Iowa Lakes Community College Director Election for the counties of: Buena Vista, Clay, Dickinson, Kossuth, and Palo Alto. The votes for said Director Districts have been tabulated and the results declared as set forth in the election records, which by this reference, are being made a part of these proceedings. Arnolds Park/Okoboji Fire Board Meeting Minutes

October 4, 2017, 6:00, Okoboji Station Meeting Room

The meeting was called to order at 6:00PM by President of the board Jerry Robinson with John Adams and Chris Yungbluth present for the meeting. The agenda was reviewed and no corrections or additions were made. The Consent Agenda including the meeting minutes and Bills was reviewed and motion to approve by Adams, seconded by Robinson unanimous approval.

OLD BUSINESS

Chief Yungbluth advised that the AED’s for the Okoboji Police Department are in and he is working with Chief Petersen to get a training night set up to review how to use them. Chief Yungbluth reported that the University of Okoboji EMS Conference was well attended and that we were the only area department with a booth set up. The speakers were well received and it was a good weekend.

NEW Business

Chief Yungbluth reported that Jay Sprague is celebrating 5 years of service with the department and that Neal Houge received the Dickinson County EMS Associations Firefighter of the year award. The department also received several donations this month and will be sending out thank you cards and also received a thank you from the student council for the Okoboji Schools for participating in their parade. He also provided the call report to include regular meetings and trainings, 2 special event and 15 EMS responses for the month for a total of 20 events for the month of September. He reported that the department is now vested in the ICAP Cumulative Reserve Fund and therefore received and rebate back from them. Chief Yungbluth reported that he will be billing the cities for the last ľ of the budget this month. He reported that the department is looking for a smaller trailer just for the inflatable fire safety house so that it didn’t have to be unloaded each time an emergency occurred. He reviewed some of the upcoming events with the board. No open discussion was held and the meeting was adjourned at 6:15PM. The next meeting will be held November 1st at 6:00PM.
