OKOBOJI COMMUNITY SCHOOL

The Okoboji Community School Board of Education met for an Educational Meeting on March 27, 2017 in the Conference Room of the District Administrative Office at 5:30 p.m. Members present: Titterington, Hansen, Weaver (via phone from 5:51-6:00 p.m. arrived at 6:00 p.m.), Dodge (arrived 6:19 p.m.); absent: Nielsen; Secretary: Sporrer. Administrators: Abrahamson, Bouse, Cunningham, Downing. Visitors: Emily Lindgren, Erin Frerichs, Katie Nissen, Brad Peter.

President Titterington called the meeting to order at 5:51 p.m. Hansen/Weaver moved to approve the agenda as printed. All aye/carried.

The Master Teachers updated the board on their progress on a district wide goal using the universal constructs focusing on collaboration.

Emily Lindgren updated the board on the OES Nature Nook. They have raised $33,000 of the estimated $45,000 total cost. Courtyard clean-up will be April 22nd and ground breaking will be on May 5th.

Bouse explained FAST (Formative Assessment Screenings by Teachers) and how the multi tier student support system works. He also explained that it appears that Iowa Assessments will not be phasing out.

Cunningham presented some highlights of the recent Midmester at OMS. He also explained the new master schedule that OMS will be moving to next year.

Downing updated the board on the 2018 J-Term planned at OHS. He explained the J-Term Booklet that was handed out at parent-teacher conferences. The plan is to have students signed up for their J-term course in May.

Abrahamson led a discussion on staffing changes and what the impact would be on the Unspent Authorized Budget (UAB) and Solvency Ratio.

Hansen/Weaver moved to adjourn at 8:45 p.m. All aye/carried.

The next regular meeting will be April 10, 2017 in the Conference Room of the District Administrative Office at 5:30 p.m.

NOTICE OF PUBLIC HEARING ON PLANS AND SPECIFICATIONS, PROPOSED FORM OF CONTRACT, AND ESTIMATE OF COST FOR THE 2017 OVERHEAD TO UNDERGROUND CONVERSION FOR LAKE PARK MUNICIPAL UTILITIES, LAKE PARK, IOWA.

Notice is hereby given that the Board of Trustees of Lake Park Municipal Utilities will meet at the City Hall at 217 Market Street, Lake Park, IA 51347 at 5:30 PM, on April 19, 2017, at which time and place said Board will consider the adoption of plans and specifications and proposed form of contract for the above referenced improvements, which are now on file at the office of the Utilities. At said meeting the Board will conduct a public hearing for the improvements, as well as take action on the received bids.

The general nature of the work on which bids will be received consists of the construction of 4.16 kV primary electric underground circuits and associated secondary work. The project includes the installation of Owner-furnished transformers, boxpads, and 15 kV primary cable in Contractor-furnished and installed conduit in bore or other excavations. The project also includes a street lighting project.

Resolution approving payment application #6 (Final) to Valley Contracting, Inc for H Avenue extension from 9th -10th St.

Motion by Olsen, second by Huse approving Resolution 17-12 approving payment application No. 6 (Final) to Valley Contracting, Inc for H Avenue extension from 9th-10th Street. Roll call vote. Voting aye: Simpson, Olsen, Rolling, Walters and Huse. Nay: None Motion carried. City Engineer Brad Beck reviewed a summary of H Avenue project costs with what was proposed, actual, and project savings. The council was grateful and thanked Brad for his services.

Discussion on future street project within a 5-6 year plan - Brad Beck

City Engineer Brad Beck was in attendance to review with the council on future projects within the 5-6 year plan. Brad mentioned the first project on the docket is finish H Avenue with the start of construction in 2019, then P Avenue in 2020 or 2021, and A34 in 2023. Brad has been working on a game plan for funding sources.

Approve City Administrator/Deputy City Clerk to attend Clerk School in July

Motion by Huse, second by Walter to approve City Administrator/Deputy City Clerk to attend Clerk School in July. All voting aye: Motion carried.

Discuss waiving vendor fees during Quasquicentennial Celebration

Deputy City Clerk Carrie Funk explained to the council that GrapeTree and AnnLeo business owner Tim Kinnetz approached City Administrator LeAnn Houge requesting the city waive the $15 vendor fee completely for this year only. Tim Kinnetz has agreed to sponsor and pay for each vendor fee up to 30 vendors; and in return Tim has agreed to double the donation and a portion of the proceeds from the week-long celebration will be donated to the Milford Parks Department for future enhancement to Florence Park Shelter house. Motion by Olsen second by Huse to waive the vendor fee for upcoming Quasquicentennial Celebration with the agreement that GrapeTree and AnnLeo are going to sponsor and double the $15 vendor fee with proceeds for the number of vendors in attendance up to 30 max vendors. All voting aye: Motion carried.

COMMENTS BY MAYOR, COUNCIL AND STAFF

Councilwoman Rolling brought to the council the concern of erosion at the property 1312 4th Avenue. After some discussion Councilman Walters made a recommendation to add this discussion to the April 10th agenda and reach out for legal advice from a drainage attorney.

With no other discussion, motion to adjourn by Olsen second by Huse at 7:16 p.m. Motion carried.

New Compost Update: Vigdal, has been investigating the possibility, but is afraid it maybe too labor intensive at this point. Permits would be needed as well. Discussion also followed regarding the smell and drawing unwanted animals to the compost site.

Minutes: Motion approving the minutes of the February 23, 2017 meeting. Maas/Peters. All ayes.

Treasurer’s Report: Thielen reviewed the January and February reports. January’s beginning balance was $5,753.79. Revenues totaled $33,699.96. Expenditures were $24.345.78. Ending balance on January 31, 2017, was $15,107.97. February’s beginning balance was $15,107.97. Revenue was $.12, and expenditures were $0.00, bringing February 28, 2017 ending balance to $15,108.09. Motion to approve both January and February Treasurer’s Reports. Maas/Jordan. All ayes.

Outstanding Bills: Motion approving payments for the outstanding bills for March, Bomgaars $422.72, Delta Lighting $184.27 and $379.24, Dickinson County News $38.90 and ICAP Insurance $2,850.52. Bice/Houge. All ayes.

E and F Investments, LLC plans to submit a Notice of Intent to the

Iowa Department of Natural Resources to be covered under the NPDES General Permit No. 2 “Storm Water Discharge Associated with Industrial Activity for Construction Activities”.

The storm water discharge will be from Excavation, Site Grading and Paving

Located in the Southeast 1/4 of Section 5, Township 99 North, Range 36 West of the 5th P.M., City of Spirit Lake, Dickinson County, Iowa

Storm water will flow to the gutter of Royal Avenue, to intakes, through storm sewer pipe to the Drainage District #22 Detention Pond #4 to East Okoboji Lake.

Terril City Council Meeting

The Terril City Council met in special session on March 27, 2017 at 6:30 PM at Terril City Hall. The meeting was called to order at 6:30 P.M. by Mayor Darrell Woods Jr. The following councilpersons were present: Brian Brawner, Jeri Nissen, Julie Thiesen, Ron Soat, Ken Trojahn. Absent: None. Others present: Tony Hanson, Austin Fairchild, David Dingel, Tim Matthews, and Dana Loring.

Motion by Brawner and seconded by Nissen to approve the agenda. Aye: Brawner, Nissen, Soat, Thiesen, Trojahn. Nay: None. Motion Carried

Tony Hanson of Pro Coop presented a proposal to purchase approximately 2 acres of land from the City of Terril at $5000 per acre. The land is located adjacent to the south edge of existing Pro Coop property. Following discussion, motion by Thiesen and seconded by Brawner to proceed with sale of this land to Pro Cooperative following proper procedure. Aye: Brawner, Soat, Thiesen, Trojahn. Abstain: Nissen. Motion carried.

Motion by Brawner and seconded by Soat to adjourn. Motion carried. The meeting was adjourned.

HISTORIC ARNOLDS PARK, INC (HAPI): Historic Arnolds Park, Inc. has submitted a request to lease a portion of lakeshore property from the City. Conditions of the lease include: the lease shall run in four (4) year increments, either party has the right to terminate the lease, the leased area remains a public walkway, and the City will approve all plans prior to any construction on the lakeshore property. RESOLUTION NO. 09-17 SETTING A PUBLIC HEARING FOR APRIL 12, 2017 AT 6 P.M. ON A PROPOSAL TO LEASE CERTAIN PROPERTY TO HISTORIC ARNOLDS PARK, INC. Introduced by Richter. Seconded by Adams. The roll was called and the vote was: Ayes: Richter, Adams, Christensen, Watters. Nays: None. Absent: Jensen.

Historic Arnolds Park, Inc. has also requested a portion of Okoboji Grove Road be vacated. The vacation request will be forwarded to the Planning and Zoning Commission for their study and recommendation. RESOLUTION NO. 10-17 SETTING A PUBLIC HEARING FOR APRIL 12, 2017 AT 6:00 P.M. ON A PROPOSAL TO VACATE AN UNNEEDED PORTION OF OKOBOJI GROVE ROAD AND TO CONVEY THE SAME BY QUIT CLAIM DEED TO HISTORIC ARNOLDS PARK, INC., SUBJECT TO CERTAIN TERMS, AND RESERVING EASEMENTS FOR EXISTING UTILITIES AND EXISTING BIKE TRAIL. Introduced by Watters. Seconded by Christensen. The roll was called and the vote was: Ayes: Watters, Christensen, Adams, Richter. Nays: None. Absent: Jensen.
