OKOBOJI COMMUNITY SCHOOL

The Okoboji Community School Board of Education met for a Special Meeting on the 2017-18 Budget on March 20, 2017 in the Conference Room of the District Administrative Office at 5:30 p.m. Members present: Dodge, Titterington, Hansen, Nielsen; Absent: Weaver. Secretary: Sporrer. Administrators: Abrahamson.

President Titterington called the meeting to order at 5:29 p.m. Dodge/Hansen moved to approve the agenda as printed. All aye/carried.

Dodge/Hansen moved to approve the 2017-18 J-term trip to Hawaii. All aye/carried.

Abrahamson presented a finance over view and budget information for the 2017-18 school year. The board discussed different tax rate scenarios.

Dodge/Nielsen moved to set the budget public hearing date for April 10, 2017 at 5:25 p.m. The budget will be published with a $7.81/$1000 valuation. Ayes – Dodge, Nielsen, Titterington. Nay – Hansen. Motion carried.

Dodge/Hansen moved to adjourn at 7:19 p.m. All aye/carried.

The next regular meeting will be April 10, 2017 in the Conference Room of the District Administrative Office at 5:30 p.m.

Proposals: All proposals shall be made on official proposal forms furnished by the Engineer and shall contain worded and figured prices for the work bid on. All proposals shall be plainly legible, sealed, and addressed to the City of Okoboji, Attn: Jason Peters, City Administrator, City of Okoboji, 1322 Hwy 71 N., P.O. Box 377, Okoboji, IA 51355. Bidder shall submit a Bidder Status Form with their bid. Failure to submit a fully completed Bidder Status Form with the bid may result in the bid being deemed unresponsive and rejected. A certified check or a bid bond of a reputable bonding company authorized to do business in the State of Iowa in an amount not less than ten percent (10%) of the total amount of the bid shall be included in a separate sealed envelope, plainly marked “bid bond”. The bid guarantee shall be forfeited as liquidated damages if the successful bidder fails proper execution.

The checks or bid bonds of the lowest two or more bidders may be held for the earlier of 7 days after the effective date of the agreement or 61 days after the bid opening, whereupon Bid Security furnished by such bidders will be returned. Other checks or bid bonds will be returned after the tabulation of bids is completed.

Performance and Payment Bonds: The successful bidder must execute performance and payment bonds, each in an amount equal to one hundred (100%) percent of the contract amount to ensure a timely, efficient, and complete performance. The bonds shall be issued from a reputable bonding company authorized to do business in the State of Iowa.

Liquidated Damages: Liquidated damages will be assessed the contractor in the amount of five hundred dollars ($500.00) per working day that the work remains uncompleted after the end of the contract period with due allowances for extensions due to conditions beyond the control of the contractor.

Withdrawal of Bids: No submitted bids may be withdrawn for a period of thirty (30) days from the scheduled closing time for the receipt of bids.

Payment: The Contractor will be paid monthly in an amount equal to ninety-five percent (95%) of the Work completed during the previous month according to the Engineer’s estimate. The final payment will be made not less than thirty (30) days after completion of the Work and acceptance by the City. No final payment will be due until the Contractor has certified that the materials, labor, and services have been paid for in accordance with the Project Manual.

Final Completion shall be October 13, 2017.

By virtue of statutory authority, preference will be given to products and provisions grown and coal produced within the State of Iowa and to Iowa domestic labor to the extent lawfully required under Iowa statutes, providing that the award of the contract will be made to the lowest responsible bidder submitting the lowest acceptable bid, which shall be given without regard to state or local law whereby preference is given on factors other than the amount of the bid.

REGULAR SESSION – MONDAY, MARCH 20, 2017

5:00 P.M. WAHPETON CITY HALL

The Wahpeton City Council met on Monday, March 20, 2017 at 5 p.m. in Wahpeton City Hall. Present were Councilmen Rierson, Blau and Prior. City Atty. Hemphill and city employees Tielbur, Radcliffe & Hanna were also present. Mayor Johnson and Councilmen Brad Jones and Jack Jones were absent.

Mayor Pro-tem Rierson called the meeting to order with the Pledge of Allegiance.

Prior moved and Blau seconded to approve the agenda. All ayes – motion carried.

Blau moved and Prior seconded to approve the consent agenda containing the February 13, 2017 Regular Session Minutes, the February Claims, Treasurer and Financial Reports. All ayes – motion carried.

Under citizens comments, Randy Kempf commended the city crew for keeping the streets cleaned this winter and thought it was great to stand for the pledge of allegiance before each council meeting.

Russ Beckendorf, with MHR Insurance reviewed the City’s General/Property Insurance Policy and Bond Information. The new Premium is $19,802.72 which includes the member credit redemption voucher. Prior moved and Blau seconded to approve renewal of the current policy with no changes. All ayes – motion carried.

Hemphill reported on the litigation with Milford Municipal Utilities. Hanna reported on the water tower progress, flushing hydrants, reading meters and water leaks. Radcliffe reported on zoning updates. Street sweeping will be done in April.

Rierson reported on a recent trails meeting where they discussed a concern of no public restrooms along the trail. He indicated that there was some interest in putting a restroom in the City’s green space. Also, Rierson stated the DNR has said there will be no further trail in DNR property. Blau received a call from Paul Petitti asking if we were going to trim trees on Edgewood Drive and city employees responded that it was just done last year.

Council considered Ordinance #162: An ordinance amending Section 5.06 of the Wahpeton City Code concerning Council Meetings. Prior moved and Blau seconded to approve the first reading of Ordinance #162. Roll call: Rierson – aye, Blau – aye, Prior – aye. All ayes – motion carried.

Blau moved and Prior seconded to approve Pay Request #4 to Maguire Iron, Inc for the Wahpeton Water Tower Project in the amount of $38,000.00. All ayes – motion carried.

Council discussed moving the next city council meeting from April 10th to April 17th. Blau moved to change the date but with a lack of a second the motion failed. The meeting in April will be April 10th as originally scheduled.

Prior moved and Blau seconded to approved the bid to paint the city streets. All ayes – motion carried.

Council discussed the bids for a new city snow plow. Blau moved and Prior seconded to approved the purchase of the 2018 Western Star 4700SF for $89,722. All ayes – motion carried. Prior moved and Blau seconded to approve the Crysteel Truck Equipment bid for snowplow equipment of $104,732 with the option of a shorter blade and removable section that meets staff approval and also, with the stipulation that it is completed in October. All ayes – motion carried.

Prior moved and Blau seconded to approve $600 for the Okoboji Youth Little League. All ayes – motion carried.

Council discussed a funding request for the Historic Carnegie Library Project however council would like more information before a decision is made.

Being no further business, Blau moved and Prior seconded to adjourn the meeting at 6:25 p.m. All ayes – motion carried.

AN ORDINANCE AMENDING THE CITY OF ARNOLDS PARK, 2009 ZONING REGULATIONS, CHAPTER 165 PERTAINING TO THE ZONING MAP BY CHANGING THE PROPERTY LOCATED AT 228 S. HIGHWAY 71 FROM (R-2) MEDIUM DENSITY RESIDENTIAL DISTRICT TO (C-2) GENERAL COMMERICAL (MIXED USE) DISTRICT.

WHEREAS, the Official Zoning Map of the City of Arnolds Park, denotes the zoning districts and classifications of individual parcels of land within the City, and

WHEREAS, it is deemed advisable and recommended by the Planning and Zoning Commission to amend the zoning map and change the zoning classifications as they relate to following described real estate, Part of Lot 17 of Helm’s Subdivision of Lot 2, in Section 30 and Lot 5, in Section 29, all in Township 99 North, Range 36 West, lying north and west of the right-of-way of the former Chicago, Milwaukee, St. Paul and Pacific Railway (CMStP&P Railway) and that part of the westerly one-half of the former CMStP&P Railway right-of-way lying adjacent to Lot 17, all in the City of Arnolds Park, Dickinson County, Iowa. This property is located at 228 S. Highway 71.

AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE CITY OF ARNOLDS PARK, IOWA, 2004 BY AMENDING CHAPTER 95.11 PERTAINING TO RATES FOR SEWER FEES.

BE IT ENACTED by the Council of the City of Arnolds Park, Iowa:

SECTION 1. SECTION MODIFIED. The Code of Ordinances of the City of Arnolds Park, Iowa, 2004 is amended by changing Chapter 95.11 entitled Rates For Service, which is hereby adopted to read as follows:

95.11 RATES FOR SERVICE. Sewer service shall be furnished at the following rates:

1. Base rate shall be $2.00 per month per unit.

2. All usage to .50 cents per 1,000 gallons of water consumed, and all unmetered accounts to $8.50 per quarter per unit. The sewer service charges shall be billed by the City and are due and payable under the same terms and conditions provided for payment of a combined service account as contained in Chapter 92.04 of the Code of Ordinances.

SECTION 2. SEVABILITY CLAUSE. If any section, provision or part of this ordinance shall be adjudged invalid or unconstitutional, such adjudication shall not affect the validity of the ordinance as a whole or any section, provision or part thereof not adjudged invalid or unconstitutional.

SECTION 3. WHEN EFFECTIVE. This ordinance shall be in effect from and after July 1, 2017 and its final passage, approval and publication as provided by law.

Chairperson William Leupold opened the Public Hearing. The facility name is Jones Dairy LC, and owner is Patrick Jones. The operation is located at 2508 270th Street, Spencer, Iowa, in the SW ¼ SW ¼ of Section 34, Milford Township. The proposed acres to be added are as follows: W ½ of NE ¼ , Section 34, S ½ of NW ¼, Section 27, and S ½ of E ½ of NE ¼ , Section 28, all in Milford Township, Dickinson County, Iowa. Brad Holtan, representative from ISAC and Kim Compton, representative from Wellmark Blue Cross/Blue Shield present with the Iowa State Association of Counties FY’16 Group Health Plan Program Report. It was suggested to encourage all county employees to participate in the wellness program incentive to help reduce the premium costs. The County could receive a 5% discount on premiums if all employees were involved. This year the County received a 3% discount.

The board gave their board and committee reports and non-actionable items were discussed.

There being no further items presented to the board this 14th day of March, 2017, it was moved by Fairchild, seconded by Allen to adjourn. All voted aye.

THE HARRIS-LAKE PARK COMMUNITY SCHOOL DISTRICT BOARD OF EDUCATION MET IN ROOM 9-B IN THE MIDDLE/HIGH SCHOOL ON MARCH 20TH, 2017 AT 7:00 P.M. FOR THE PURPOSE OF HOLDING THE 2017-18 BUDGET HEARING FOLLOWED BY THE REGULAR MEETING AT 7:20PM. PRESENT WERE THE FOLLOWING PERSONS: Directors Heikens, Elser and Harmon; Superintendent Peters, Principal Brueggeman, Principal Popken and Secretary Gunderson. Directors Stahly and Bosma were absent. Guidance Counselors Steph Jacobsma and Ann Stein were in attendance. Adam Nelson and Cheyenne Nelson would join the meeting as well.

The Board held a Public Hearing on the 2017-2018 Budget. Detailed information was presented by Superintendent Peters.

The Board recited the pledge of allegiance.

The regular meeting was called to order by President Heikens at 7:23 P. M.

A motion was made by Director Harmon, seconded by Elser to approve the agenda as printed. Motion carried 3-0.

Director Elser made a motion, seconded by Harmon, that the Board approve the bills from the General Fund in the amount of $276,857.05, bills from the Activity Fund in the amount of $2,757.28, the Capital Projects Fund in the amount of $335.00 and from the Food Service Fund in the amount of $26,363.43 and also approve the minutes, Secretary’s Reports, Activity and Food Service Reports. Motion carried 3-0.

The following Board Policies were given to the Board for review: 505.10-Wellness Policy, 604.1-Student Guidance and Counseling Program, 604.2-Student Health Services, 604.3-Media Centers, 604.4-Policy for Weeding, 605.1-Student Progress Reports, 605.2-Testing Program, 605.3-Student Promotion, 605.6 -Permanent Student Records, and 606.1-Public/Private School Relations. Director Harmon made a motion, seconded by Elser to approve the second reading of the above mentioned Board policies. Motion carried 3-0.

MS/HS Guidance counselor, Stephanie Jacobsma, talked to the Board about HF 2392-college and career readiness. She still uses I Have a Plan Iowa. She is working with Molly Hamilton from ILCC lining up the game of life, tours, job shadowing and speakers. The middle school students are watching the Harbor videos which talk about peer leading groups. MVP is a program that works through pro athletes about peer leading and anti-bullying. She is working on scheduling. More kids are taking college classes. Right now is a busy time with NHS and scholarships.

Elementary Guidance counselor, Ann Stein, spoke to the Board. She works Mondays and Thursdays. She was our guidance counselor 15 years ago. She does guidance once a week per class for a half an hour. They work on character, anti-bullying and kindness. The 4th and 5th grades do a little career awareness. She received a $500 grant from the Iowa Realtor Association to do care packages for veterans. She is working on a NED foundation grant and getting her curriculum put together.

Principal Brueggeman reported the elementary used sign up genius for conferences. They have 4 families to reschedule. Conferences went well. Rachel Tanner received a $500 buddy grant for the special education classroom.

Principal Popken reported FFA week was the week of February 20th. They collected food in awareness of hunger for the food pantry. The 7th and 8th grade girls went to a Women in STEM conference. Tomorrow night is the War Eagle conference awards banquet honoring James Harmon, Trevor Gunderson, Cheyenne Nelson and Mckenzie Heikens for academics.

Superintendent Peters reported we received a 5.00% increase on our health insurance. The spring sports participation is as follows: High School Girls Track-5, High School Boys Track-17, Girls Soccer-4, Boys Soccer-5, Girls Golf-5 and Boys Golf-8. 68% of parents conferenced during Spring conferences. This is down from previous years. Steve Avery will review our master contract. We will attend a collective bargaining conference April 13th. The Board would like to recognize the following students.

The Board reviewed the 2017-2018 budget and found that it had been duly published on the 8th day of March, 2017 in the Dickinson County News, a newspaper published at Spirit Lake, Iowa. Thereafter, the following tax asking was taken into consideration:

Director Harmon made a motion, seconded by Elser that the Board adopt the budget as presented. Motion carried 3-0.

Director Elser made a motion, seconded by Harmon to approve the following resolution: Resolved, that the Board of Directors of the Harris-Lake Park School District, will levy property tax for fiscal year 2017-2018 for the regular program budget adjustment as allowed under section 257.14, Code of Iowa. Ayes: Heikens, Elser and Harmon. Nays: None. Motion carried.

Director Harmon made a motion, seconded by Elser to approve the 2015-2016 financial audit. Motion carried 3-0.

Superintendent Peters gave the Board a Capital Projects update. Director Elser made a motion, seconded by Harmon to approve the elementary gym floor refinishing for $8,300. Motion carried 3-0.

The School permit request was discussed and tabled until the next School Board meeting.
