DECEMBER 22, 2016

The Spirit Lake Community School Board of Directors met in special session on December 22, at

11:30 a.m. in the District Office Board Room at 2701 Hill Avenue. Present were board members Todd Hummel, Teresa Beck, Keith Brockmeyer, Sonja Hamm and Scott Trautman. Also present were David Smith-Superintendent, Donna Sebert-Board Secretary, High School Principal, School Attorney, 3 staff members, 2 students and 3 visitors.

President Todd Hummel called the meeting to order, the Pledge of Allegiance was recited.

Beck/Hummel moved/seconded approval of the agenda. All aye vote. Motion carried.

Beck/Hamm moved/seconded to go into closed session as per Iowa Code 21.5 (E) to discuss student B expulsion. Roll call vote: Aye vote-Hummel, Hamm, Brockmeyer, Trautman, Beck. All aye vote. Motion carried. The Board went into closed session at 11:31 a.m.

Trautman/Beck moved/seconded to come out of closed session. Roll call vote: Aye vote- Hamm, Brockmeyer, Trautman, Beck, Hummel. All aye vote. Motion carried. The Board came out of closed session at 12:11 p.m.

Brockmeyer/Trautman moved/seconded to adopt the recommendations of the administration and to expel Student B for a one (1) year period based on direct violation of various codes of conduct including Code 502.4 with the understanding if he meets outlined conditions he may petition for readmission to the district at the conclusion of the one (1) year period. Roll call vote: Aye vote-Brockmeyer, Trautman, Beck, Hummel, Hamm. All aye vote. Motion carried.

Beck/Brockmeyer moved/seconded to go into closed session as per Iowa Code 21.5 (E) to discuss student A expulsion. Roll call vote: Aye vote-Trautman, Beck, Hummel, Hamm, Brockmeyer. All aye vote. Motion carried. The Board went into closed session at 12:15 p.m.

Hamm/Beck moved/seconded to expel Student A until August 15, 2017, based on direct violation of various codes of conduct including Code 502.4, at which time Student A may apply for a diploma from the Spirit Lake Community School District if he has earned the forty-eight (48) additional credits he needs for graduation and further that he meets all of the conditions set forth in the recommendations by the administration. Cyndy Powers, Dickinson County Public Health Nurse present with Public Health and office updates. She gave an overview of the Public Health Department responsibilities along with a review of revenues and expenses incurred. Powers will be retiring January 31, 2017. In lieu of hiring a replacement for her position a Grant Writer and Project Director will be hired.

The annual Weed Commissioner Report was submitted; Dennis Sill was present for any questions.

Moved by Jordan, seconded by Johnson to approve the tentative budget session timeline. The Auditor is directed to forward the timeline schedule onto all departments. Roll call vote: Jordan-aye, Johnson-aye, Allen-aye, Fairchild-aye, Leupold-aye.

Moved by Fairchild, seconded by Jordan, to approve the 2017 ISAC Wellness Program Agreement between the Iowa State Association of Counties and Dickinson County. This program provides resources to help the members with better health and wellness opportunities and offers incentives and discounts to members and the County. Roll call vote: Fairchild-aye, Jordan-aye, Johnson-aye, Allen-aye, Leupold-aye.

Moved by Johnson, seconded by Fairchild, to approve the 12-month Class C Liquor License Application for Schnell Bros., Ltd. aka Okoboji View Golf Course. License is in effect from 1-4-2017 through 1-4-2018. Roll call vote: Johnson-aye, Fairchild-aye, Allen-aye, Jordan-aye, Leupold-aye.

County Engineer present. Moved by Fairchild, seconded by Johnson, to approve the hiring of Sawyer Marco as an Equipment Operator in the Terril Maintenance Shop. Marco’s start date will be January 23, 2017, at an hourly rate of $17.90/hour. Roll call vote: Fairchild-aye, Johnson-aye, Allen-aye, Jordan-aye, Leupold-aye.

The board gave their board and committee reports and non-actionable items were discussed.

NOTICE OF MEETING OF THE City Council OF the City of Spirit Lake, IOWA ON THE MATTER OF THE PROPOSED AUTHORIZATION OF A LOAN AND DISBURSEMENT AGREEMENT AND THE ISSUANCE OF NOT TO EXCEED $2,230,000 WATER REVENUE CAPITAL LOAN NOTES, AND THE PUBLIC HEARING ON THE AUTHORIZATION AND ISSUANCE THEREOF

PUBLIC NOTICE is hereby given that the City Council of the City of Spirit Lake, Iowa, will hold a public hearing on the 24th day of January, 2017, at 5:30 o’clock P.M., in the Council Chambers, City Hall, 1803 Hill Avenue, Spirit Lake, Iowa, at which meeting the City Council proposes to take additional action for the authorization of a Loan and Disbursement Agreement by and between the City and the Iowa Finance Authority, and the issuance to the Iowa Finance Authority of not to exceed $2,230,000 Water Revenue Capital Loan Notes to evidence the obligations of the City under said Loan and Disbursement Agreement, in order to provide funds to pay the costs of acquisition, construction, reconstruction, extending, remodeling, improving, repairing and equipping all or part of the Municipal Water Utility. The Notes will not constitute general obligations or be payable in any manner by taxation, but will be payable from and secured by the net revenues of the Municipal Water Utility.

At the above meeting the City Council shall receive oral or written objections from any resident or property owner of the City, to the above action. After all objections have been received and considered, the City Council will at this meeting or at any adjournment thereof, take additional action for the authorization of said Loan and Disbursement Agreement and the issuance of Notes or will abandon the proposal to issue the Notes.

News Release

Winther, Stave, & Co., LLP, Spencer, Iowa has recently released an audit report on the City of Arnolds Park, Iowa as of and for the year ended June 30, 2016.

The City’s receipts totaled $5,436,054 for the year ended June 30, 2016, a 4 percent increase from the prior year. The receipts includes $1,909,990 in property tax, $1,128,960 from charges for service, $159,927 from operating grants and contributions, $254,811 from local option sales tax, $367,497 from hotel/motel tax, $254,869 from other general receipts, and $1,360,000 from pond proceeds.

Disbursements for the year totaled $6,153,678, a 21 percent increase from the prior year, and included $712,750 for public safety, $521,902 for public works, $189,787 for culture and recreation, $193,902 for community and economic development, $468,983 for general government, $2,412,043 for debt service, and $1,036,077 for capital projects. Also, disbursement for business type activities totaled $618,234.
